Is This Fence Legal? Steinway Mansion Update (Sunday, July 23, 2017).

     An eight foot high chain link fence was erected eight days ago - Sunday, July 16 - on the public thoroughfare across from the Steinway Mansion on the west side of 41st Street.  This construction of  possible questionable legality narrowly just yards away from the Mansion property is located on the shoulder of the 2-way street between Berrian Boulevard to the north and 19th Avenue to the south.    The first 5 photos below (numbers 1 through 5) show archived views of the site from the immediate past without any fencing on the roadway shoulder.  The next 6 photos (numbers 6 through 11) show fence construction activity on Sunday, July 16.  The fence construction workers when asked said that the work was commissioned by the Mansion owners.  The final 8 photos (numbers 12 through 19) show the finished fencing as of today.
     Questions.   Was this fence legally constructed on non-Mansion property?  On the west side of a New York City public roadway?  And what is the purpose of this barricade?
